CTOS Get/Create + Complete Reports UI

Calls /api/backend/ctos/customer/complete-reports: search existing customer by ID, otherwise create, then retrieve complete reports.
The page auto-generates encryption_key by encrypting ic_lcno server-side with APP_KEY.
